Hi Christy,
My son is almost nine and likes to read but does not get excited about reading either unless it's something he is really interested in. What is she reading now? I do not know any background of her reading experiences, but maybe somewhere along the line, she missed some phonics or was reading material that did not interest her. We tried basic curriculum readers and my DS was rather bored with the story content. So I switched to Five-in-a-Row which has more interesting stories. What are her interests? Let her pick books she wants to read at the library, even if the reading level is not where you want it. The most important thing is that she is reading something she's interested in! As time goes on, you can later introduce living books into her world and you may find her reading level will improve as her love for reading increases. Charlotte Mason has a great list of "living books." I hope this helps in some way. I guess I've gone on and on....
