Grim's arm will rotate if you pull em out and then reinsert. They're fused pretty hard with paint.

The reason they are fused is that like with the last wave of SCF, they switched from PVC to Styrene Elastomer.

SE is more rubbery. (bend grims arm, see how it snaps back hard unlike PVC which slowly moves back to position?)

SE also TEARS more easily than PVC.

DO NOT TWIST Grimlock's arms, it will cause them to rip and tear and SE is very hard to glue properly with superglue.

What I suggest is NOT cooling them. At room temperature pull the arms directly out util they detach and then when you plug em back in they should rotate easy.

Do not twist or turn at all, just pop em straight out.

Otherwise just leave em fused. Cooling and genly rotating will not free up these joints, they're too rubbery and you risk tearing. You gotta bite the bullet and yank em out, slowly but strongly and evenly. Once you replace the part it should move much more freely, though perhaps too loosely.
