First, let's address the scratching until she bleeds - what are you feeding? Diet can be a huge issue here. You will really need to get this scratching under control before any moisturizing product you may use will be of much benefit. Are you feeding something that contains corn, wheat, soy? I, personally, do not feed any grains at all and believe that no dog needs grains in their diet.
As for moisturizers, there are many things you can use, my personal favorites are good old olive oil and refined virgin coconut oil. Both are all natural, won't harm the dog if the lick afterwords, and will not clog the pores causing subsequent skin issues.
