Are his feet red, scaly or inflamed, Erin? If so it's an allergy, if not, just like the tail chasing it's a nervous (or obsessive compulsive) habit. If it really bothers you, start redirecting him to a kong stuffed with yummies when he starts chewing his feet. I had a foster, Loco, who would literally put his entire foot in his mouth. He also would nibble on his nails just like you or I would chew on our fingernails.
As for nail clipping, if the dog is really food motivated, have your hubby or daughter stand at his head and entice him with YUMMY treats (like cheese, left over chicken, burger, etc...something he can't resist) while you trim his nails. Chancey would scream like a little girl if he even caught a glimpse of the trimmers (I use a dremel now and like it much better) and he'd break your ear drums when you actually trimmed them. Then one day I had hubby start giving him treats and he didn't even make a single peep while I trim all his nails.
The key is if you start it, you must finish it. DO NOT let them win or the ruckus will be get bigger & badder each time. Start out with just one nail a day if you have to and then go overboard with the praise & treats.
