I believe those are probably about average cargo rates, though in all honesty I have no idea how old that information is. I can tell you that I am flying one of my foster dogs to it's forever home next month, adopter is paying my RT airfare and foster dog's in-cabin fee. We are flying Continental and the in-cabin charge is $125. In checking out all flight options, seems that all in cabin rates ranged between $125 and $225. I think Cargo is usually a bit less expensive, but not positive about that...then one also must consider that in some areas (such as mine here in Kansas), we have a very small window of time when we can ship before it's too cold or too hot. Early spring and late fall is about the only time I can get a dog on a cargo flight.
