 Have you thought of trying one of the indoor/patio synthetic grass options so Mojo could have an indoor spot to do his business? I have a friend who has a condo and she uses one on her patio and her dog took to it right away. Here is an example of one of the companies: http://cozywinters.com/shop/indoor-dog-potty.html
Other than that I know some people use belly bands on male dogs when they are working on potty training.
