Rather than just give you an answer bases on what "I thought", I waited 'till this morning so I could speak with the Vets at Penn Hip directly.
There has been one small study of hip laxity through a heat cycle. NO DIFFERENCE coming in, during, or going out of heat. This makes sense because the main hormonal difference during a heat is Progesterone and this does not affect joints or ligaments.
I also asked about pregnancy and whelping. NO STUDY HAS BEEN DONE, but it might be possible that the same hormones that act to relax the pelvic formation to allow birth could also slightly relax the hip joints. If this does happen it should go back to it's normal position shortly after whelping. (Few people would want their whelping, or very pregnant, bitches to have her hips x-rayed anyway).
