What type of saddle do you use to ride your horse? It sounds like your saddle might be pinching his shoulders, which could cause him to stumble. This could be especially true as he never stumbles when he's in pasture. Try riding him without your saddle (use a bareback pad if you can). I'll bet that you'll notice he'll be more willing to go forward, and more importantly, he'll stay on his feet! If you find that this is the case, I would suggest that you get a new saddle for him, and ask an experienced person to help you fit it correctly.
Also, how old is your horse now? If he's still adjusting to carrying your weight, he might stumble a lot more until he learns how to balance better. Good luck!!
