Hello Rach. In answer to your question, that tattoo is basically a registration number. Generally horses that are tattooed have had a career in the racing industry, generally for thoroughbreds, quarter horses, and racing Arabs. Assuming that this horse is a thoroughbred, you should be able to either call or write to the Jockey Club, the registration organization of thoroughbred horses, and find out more about this particular horse (from pedigree to racing history). The Jockey Club also has an internet site, although I can't remember it's address at this moment. If the horse is a quarter horse, the same information may be obtained from the AQHRA (American Quarter Horse Racing Association), which also should have their own website. They might charge a small fee for this information, but they should be able to tell you what you want to know.
