Subject: Tosses head

I have a green broke 4 year old mare. She does the common head tossing to such a ridiculous point that she throws herself off balance. She isn't trained to stay on the bit for long but when i ask her to lower her head she'll lower it then throw it back up again. Also when Im working her in any gait she'll toss her head when I ask her to turn, it mostly happens at the trot and occasionally at the walk. I'm considering a different bit or maybe even a hackamore. She has been riden on a hackamore and she liked it, but her head tossing has progressively gotten worse. I've been told to try a martingale, but thought i'd give her sometime to settle down. I just need some advise to try and work through her problem in the easiest, painless way possible..thanks!
