Get a vet out, COPD stands for Chronic Obstructive Pulmonary Disease- asthma for horses only alot worse. The horse can breathe in normally but cannot get the air back out as effectively. It is a serious condition and dry dusty areas are only going to aggrivate it further. Wet your horses hay and feed, if feeding hay outside during free time get it OFF the ground, and wet it down. If you can put her in an area by her self that is smaller wet that down as well- not sloppy wet, you just want to keep the dust down around her. There are meds that can help, unfortunately, if this is what is going on with her there is no cure, but you cam help her live a resonably comfortable life by keeping her enviorment free of dust- her feed area as well as the food.
