Subject: Horse Stumbles Help

I have a 3 year old TW. I bought and started to ride him since he was 2 years old. The trouble I have with him is that he stumbles alot with me on him. Some times he will go all the way down on his front knees take a few steps on his knees and come right back up. Most of the time it is small stumbles. I am a new horse owner and really don't know what to do. I had a vet look at him and he X ray his front legs but couldn't tell me what was wrong. the horse has been doing this ever since I owned him. I have some people tell me it is his shoes, that he was being shoe wrong. I have had different farriers shoe him with no change in performance. I can't tell if it is the left or right leg or behind that fells. He stumbles just walking sometimes with me on him. I never see him stumble chasing the other horse in the field. I am despriate for advice. Thanks
