Subject: Indoor Arena Footing

We just put up an indoor arena and have a clay/crushed rock base with volcanic basalt top layer. The volcanic basalt is wet and has been compacted by a street (tar) roller machine. I would like to know how long I should let this settle before putting in the sand and if I should turn the heat on in the arena to dry out the base? We live in Northern Minnesota and the weather is dipping down in the low 20's. Thanks for your help.
