Just for the record, I thought it was one of the best episodes of the second season. If you listen to RTD on the commentary track (you can download it from the BBC site). He explains what items I like about that show.

The fact that in the extrodinary world of Dr. Who, that two people who came in contact with him, have to live such quiet lives. However, through the Doctor they find each other and find out they have something else in common, and within L.I.N.D.A., to me, represents a bit of the Doctor Who fandom, people who first have only the Doctor in common and then find out they each have other interesting items about them, the band concept is just a great venue for that point.

To me the "Absorb-a-loft" was just a story point that was necessary to have a conflict. And plus, you can't go wrong with a little ELO.
