No matter what, rejects will always manage to get a hold of ANY breed. AKC recognition doesn't make that any more of less likely.

But, what CAN make a difference, is having a strong club with unified members who are strict on who they sell to, and who they give full papers on dogs to.

That's where the bottom line to nipping the problem in the bud is - breeders.
