As for how they'd find out: All it takes is one quiet, dog-hating neighbor peeking through the curtains, and a phone call. :)

As for where, even in the US there are lots of cities with dog limiting ordinances (I was just reading "The Social Lives of Dogs" last night, and the woman who lived somewhere in CT or somewhere had five dogs (two of them were Dingo crosses) thus she reported them as three dogs, two dingos to get past her local rules.) Maybe you can redefine the BB as some native African not-quite-canine species? ;)
