Subject: Fence fighting? Can anyone help?

I have two BB's. Capone is 3.5yrs. GiGi is 3yrs. GiGi gets along great with other dogs, adults and children. Cats, squirrels, etc. are a no-no. Capone, on the other hand worries me. I cannot take them on walks together, so I walk them seperately. My husband is able to walk them together, but it's just because he outweighs me with 100lbs of muscle, not that the dogs behave any better.
Our house backs up to a park where children have football and soccer practice, families walk with their children and dogs, etc. Capone will sprint out of the house and charge the fence if there's anything in the park. If something comes close to the fence, he'll run up and down, up and down, barking. That's just the tip of the iceberg.
When we are on walks, he knows where the dogs live that do exactly what he does in his own yard and will dart away from me (which he can do with ease, might I add) to the fence of the offending dog and bark, snarl and run his way into a lather. When he's done with that (about 30 sec.), he trots back to me.
I would like to be able to walk my Capone (GiGi never has issues) without the fear that he's going to get away from me again (my worst nightmare is that he'll get to either the busy street or highway about 1/2 mile away from our neighborhood). Does anyone have any suggestions? We've tried positive reinforcement with treats (getting a treat for an appropriate response), which worked for a while, but no longer does. We've tried diverting his attention, or walking different routes through the neighborhoods, etc. Anything has to be better that what I'm doing.

P.S. Does this mean that I need to spend more time training with him or do certain activities? Does he not get enough exercise (1 hr walk/day by either Mike or myself)?
