Hey, Steve I'm sick of the ghetto breeders and the country trash breeders too, but these types of laws are not going to stop them. They will just stop responsible hobbyists. Your large puppy mills will get Agricultural permits to keep on breeding and your underground trash will still breed. But responsible breeder that test and spend time with their dogs will be pushed out. PETA does a good job using pet owners against each other. Just take a look at their real agenda. They only way to stop these problem is by public education not laws.
