Maybe there sick of everyone in the ghetto breeding dog after dog. Just maybe this will weed out the serious breeders from those who only want a quick buck. Hopefully it will make selling puppies without a permit impossible. There are far to many breeders and puppies out there, just look at the shalters. Something needs to be done.
