I agree with the prong (pinch) collar idea. You must be alert to his cues though and use it properly.

Forgive me if I am misunderstanding your post but it appears as if he could be a threat to the human population if he gets free. If he is wearing himself out at your fence with anything going on in the park, I would only assume that those goings on would be people. If that is the case (hopefully it's not) then you might want to re-evaluate your worst nightmare.
