I would agree with Norman one three things...

1. It depends on the dog's temperament,

2. It depends on your trainer, and

3. Control or obedience is very important.

However, I would disagree with him on the "time line" of 3 years. For a sport dog that needs to not only do what asked, but do it a certain "patterned" way then yes I would agree with Norman (Or more importantly "yield" my opinion as I don't train sport); however, for PP a 3 year time frame simply isn't necessary. What is needed is the dog's drives are worked in balance. Also, like Norman said you don't want to make a fear biter that works because they are scared or insecure. That is why the drives must be properly stimulated. And control is necessary so YOU make the decisions and not the dog.

If you have a good dog and a good trainer...and work the dog with his drives (prey drive and defense drive) BOTH BALANCED one can teach a dog to reliably engage and reliably out in a few months (if you train once a week or more). The key is balanced drives, clear communication, a good trainer, a good handler, and a dog with good nerves and confidence. You can train many dogs to do this, but having the right dog and right trainer makes it much easier.
