Ed I would permit strangers not reach out to your pup but let them be in close proximity paying no attention to her. When she is relaxed have them offer her a treat but don't let them not force the issue if she refuses. Let her come to them and if she does praise her if she doesn't try next time. I have found some pups feel uncomfortable having strangers invade there space until the pup is completely comfortable with them and the situation. Norman
