Subject: Placement of Flashing on Flat Roof?

I'm considering buying a home with a flat roof.
The home inpector says the flasing should be placed OVER the edge of the roof.

A roofer that had done previous repairs to the roof says the flashing is correct, placed under the edge of the roof.

I suspect that the roofer would not mis inform me, but he could be siding with the sellers, since they are the previous customers.

Which method is correct?
Am I crazy for trying to buy a house with a flat roof?
Are they as horrible as I've heard?

For a flat roof it sounds like the flashing is installed properly to me also. If it is torchdown, for example, the roof is laid underneath the vent and then another layer is installed over it.

Flat roofs are prone to have problems and I would never get one myself. Its important that flat roofs don't have any standing water on them. If you go up there after a rain and see puddles on the roof you'd be crazy to buy this house. Flat roofs should be designed with saddles that drain water to the scuppers keeping standing water off the roof.
