I have used and espoused the use of Hydrated lime for years. YES it can burn the birds feet especially if it gets wet. You must in my opinion till or spade it into the soil or cover it in some way. There are several articles on the internet about it burning soccer players and others that play sports where it is used to mark the lines of the fields. It is one of the best antibacterial products you can use in a muddy sloppy situation and is used by many by many cities to cover the ground after a sewer overflow. In the proper quanities it raises the PH of the soil to a point where nothing can live in it. It also stabilizes the soil. If you ever see a rig on a construction site that looks like it is pumping water into the ground they are actually pumping lime water.

If you are affraid of hydrated lime you can use garden lime which will be a light gray color and not bleach white. It works but takes a little longer and is not as dangerous.
