One or more <UL> tags may be placed in your forum description to indent the following contents of the forum, as you have done. In checking out your forum it seems to be effective. For additional control you can open a TABLE which has one row and two cells (TD), the first will be on the left hand side and can have a width=# attribute which sets the desired indent, the second will contain the rest of your forum and should be closed in the Footer or Outer Text End option (found in the Tables/Borders config area).

Your forum seems to be using the ULs okay, but your background image errors on load so I can't see if your indent works the way you want.
