I'm not sure what the problem is here. Are we referring to the forum index, and when they click refresh they don't see the links to their posts, whereas other people do? That is, it seems like they aren't loading the new page, but only seeing their old cached copy (the one their browser keeps around for speed). Clicking reload should really force a browser to reload the page (although most don't go get images again), so this seems like a browser problem.

If this is the case, do you know what browser versions they are using? They may be able to test by clearing their cache (in Netscape that's under Edit -> Preferences -> Advanced -> Cache -- they should clear the disk and memory caches).
