Contactless Farecards 'Swipe' Across Continents

The contactless farecard trend is in full swing around the world, and three APTA Business Members are in the forefront of this revolution in passenger comfort.

In recent months, San Diego-based Cubic Corporation and ERG Transit Systems, headquartered in Perth, Australia, with its North American subsidiary in a suburb in Ontario, have won CFC contracts in major cities on three continents, along with an alliance between ERG and Motorola.

The board of directors of ATAC, the public transit authority of Rome, last month announced the award of the Metrebus integrated smart card fare collection project with a CFC component to a joint venture of ERG Transit and Motorola. Under a nine-year contract, the ERG/Motorola Alliance will design, supply, and operate an integrated smart card fare collection system for the bus, rail, and tram networks of the Italian capital and the surrounding region of Lazio.

The largest contract to be won by ERG, the project is estimated to be worth $3.8 billion over nine years. The initial infrastructure investment will be in the range of $50 million, while the system's revenues are forecast at around $350 million by the end of next year.

Under the contract, the alliance will supply and install some 9,700 validators capable of reading magnetic stripe, contactless, or combination farecards in the region's bus fleet, light rail, and commuter rail network. The bus fleet totals some 5,000 vehicles, with three light rail lines, a commuter rail system, and 76 rail stations that will be linked to a central clearing and revenue processing center.

Earlier in the year, the alliance was awarded a $78 million integrated smart card fare collection system for the public transport network of Singapore. The Land Transport Authority, which oversees all surface transport, bought the system for the island state's five public transit operators. It will be used on a bus fleet of about 3,750 units, as well as the mass transit railway and the light rail network.

Known as the Enhanced Integrated Fare System, the Singapore operation targeted for 2002 will involve an initial 22,000 readers and an initial five million smart cards, making it one of the largest in the world. Hong Kong now has about 5.5 million CFCs distributed among its 6.5 million population.

The Singapore CFC system will also include high-tech ticketing units, separately supplied by the Cubic Corporation under a $23.6 million contract that calls for smart card vending machines to be installed in all LTA rail and bus terminals. Cubic's General Ticketing Machine supplied to Singapore will sell, revalue, retrieve, and recycle CFCs. When cards are put into the machine for recycling, the GTMs will refund passenger deposits, which are required at the time of purchase.

Other features include an interactive touch screen display and a multi-language application including English, Tamil, Malay, and Chinese, along with a credit and debit card payment capability.

The ERG/Motorola Alliance has also been successful in San Francisco and Berlin. The 10-year contract with Translink serving the San Francisco Bay area, signed in May, will allow passengers to use a single smart card to pay for all bus, train, light rail, and ferry services in the bay area. About one-half million cards are expected to be issued initially when the system becomes operational in 2001. Riders will be able to add value to the cards as required.

The integrated ticketing system for all bay area transit services complies with California legislation that mandates the area's transit operators to consolidate and coordinate their functions to improve passenger service.

Translink looks toward region-wide deployment by 2001 and, when in full operation, is expected to provide seamless access to all 26 of the region's transit systems. The initial six participants in the pilot project starting next fall will be the Alameda-Contra Costa Transit District in Oakland, the San Francisco Bay Area Rapid Transit District, Caltrain, Golden Gate Transit, the San Francisco Municipal Railway, and the Santa Clara Valley Transportation Authority in San Jose.

In an incremental step at the start of the year, BART awarded Cubic a $30 million contract to build and install a "smart card ready" fare collection system, upgrading existing magnetic stripe cards and adding new equipment for the San Francisco International Airport extension.

Also this year, the alliance won a contract to install a smart card electronic ticketing system for the Transport Authority of Berlin (BVG), Germany's capital city, and the surrounding Brandenburg region. A pilot system with 25,000 card users becomes operational by the end of the year on two of the city's subway lines, two bus lines, and one light rail line. Customers will also be able to add value at CFC vending machines with cash or electronic transfers from their bank accounts. Smart kiosks with touch screens will inform travelers of the best route and fares to their destinations. The BVG expects the system to become fully operational by 2002.

In the meantime, Cubic recently won the contract for China's newest and most advanced fare collection system, to be installed on the just completed Guangzhou Metro. Guangzhou and Shanghai are the first two cities in China to offer their passengers advanced automated fare collection systems. Both systems are CFC-ready, with a CFC capability embedded in the main system architecture. A pilot study aiming at CFC introduction is now underway.

SmarTrip, the Washington Metropolitan Area Transit Authority's CFC supplied by Cubic and rechargeable at stations throughout the 100-mile network, was rolled out this spring.

Cubic is also involved in London Transport's Prestige project with a CFC component, described as the most comprehensive upgrade of ticketing and revenue collection systems ever undertaken by LT, and is supplying electronic CFC gates for private rail line operators in the United Kingdom.

Another "smart card ready" system will be installed by Cubic next year on Tren Urbano, Puerto Rico's first state-of-the-art rapid transit system, scheduled to start operations in 2001.
