SYDNEY, Australia and LOUVECIENNES, France, Oct. 24 /PRNewswire/ -- Keycorp, the Australian smart card and electronic commerce company, and Bull (Paris Bourse: 52 60 BUL), leader in compact, secure and reliable software for smart cards, today announced that they have signed a worldwide licensing agreement for a number of key smart card software systems. This agreement will enable Keycorp to begin marketing and distributing Bull's EMV (Europay, Mastercard and Visa), Proton and Java smart cards to its customers(1) in Australia and New Zealand.

Keycorp and Bull have also agreed to combine their development expertise to jointly develop new software for smart cards that can further enhance both companies product offering. Joint development is scheduled to begin in early 2001.

Sun wins injunction against Microsoft

BALTIMORE, Dec 24, 2002 (United Press International via COMTEX) -- As part of an ongoing antitrust suit by Sun Microsystems against Microsoft, a federal judge ruled Monday in favor of Sun, granting a preliminary injunction requiring the Redmond software giant to include Sun's Java programming language on the Windows operating system. In his injunction ruling, Judge J. Frederick Motz, of the Federal District Court in Baltimore, said Microsoft had leveraged its PC monopoly "to create market conditions in which it is unfairly advantaged." "In the final analysis, the public interest in this case rest in assuring that free enterprise be genuinely free, untainted by the effects of antitrust violations," wrote Motz in his ruling. Under the terms of the injunction Microsoft is required to carry Sun's Java while Motz hears the full case. Mike Morris, Sun's general counsel, said the preliminary injunction was a "huge victory for consumers," but added that the ruling only addresses part of the business damage caused by Microsoft's alleged antitrust behavior. Sun is also asking for $1 billion in damages. The full trial is expected sometime next year. Microsoft is appealing the injunction. "All I can say is we're disappointed with today's (Monday's) ruling and still need to review the details of the court's decision," said Jim Desler, a Microsoft spokesman. In its antitrust arguments, Sun Microsystems argued that Microsoft worked to undermine use of Java-based software because of the potential threat the open-source programming language posed to Microsoft's Windows monopoly. The Java language can be used to write programs for any type of operating system that represents a danger to Microsoft's practice of requiring software developers to work within the programming confines of the Windows operating system. Shares of Sun gained 15 cents, or 5.17 percent, to close at $3.11 on Tuesday. The market closed early for Christmas Eve.

Irish Revenue sign risk analysis contract with Bull
~ computerised risk analysis system designed to identify suspect
cases for audit and investigation ~








December 5th, 2002- The Revenue Commissioners in Ireland have selected Bull UK & Ireland to supply a risk analysis system that will help it identify cases for audit and investigation.
Sophisticated software will be used to compare and interrogate data held in Revenue's databases and warehouses. It will then generate profiles of those people most likely to be illegally avoiding paying tax.

"We are determined to use every means at our disposal to identify tax evasion," said Frank Daly, Revenue chairman. "Computerised risk analysis and profiling will help us greatly to home in on those people who are most likely to be committing fraud. This electronic analysis system is a demonstration of our ongoing commitment to confronting tax evasion in all its forms."

The solution incorporates the ESKORT system from Bull's partner WM-data. ESKORT provides the framework for developing risk-related business rules, which will then be applied to the data held by Revenue. The output from these rules allows Revenue to build a profile of taxpayers, highlighting potential cases for further investigation by Revenue's audit team.


Over time Revenue intends to be in a position to screen all tax returns electronically by devising and applying certain 'rules' which indicate risk using all available information. These rules will be changed or adapted based on experience and results.

"Revenue needed a solution that could easily be integrated into its current system and was powerful enough to cope with complex data relationships," said John Byrne, account manager at Bull UK & Ireland. "Having knowledge of the tax compliance domain was key in meeting Revenue's requirements. A proven ability to deliver projects was also very important because of the critical nature of the initiative being undertaken by Revenue."

The new system is expected to be rolled out early next year.
