NATIONAL TICKETING AND TOLLING WORKING GROUP

This letter provides an update on progress made by the National Ticketing and Tolling Working Group (NTTWG) on the development of a national approach to open system interoperability of smartcards in transport.

The achievement of national interoperability of smartcards in the transport sector will have wider ramifications for the deployment of smartcards in Australiaincluding:
the use of a transit smartcard for low value related purchases such as vending and parking
the expansion of the base transit card specification to allow for multiple applications including non-transit applications the potential to support electronic transit concession information, and a specification for broader use for similar data requirements the ability for others to freely access the transit and third party application specification and to incorporate it into their own smart card issuance e.g. University campus or financial sector cards (subject to commercial arrangements with the relevant transit operators) in the longer term the ability to use the same smartcard for transit and road tolling (subject to the business case for tolling being established)

1. Progress Made

In July 2001, the Commonwealth , State and Territory Governments established the NTTWG, which reports to the Australian Transport Council (ATC).

All Transport Ministers in Australia and New Zealand are members of ATC.
------------------------------------------------------------
During the last year, the NTTWG has: consulted widely with stakeholders on open interoperability of smartcard systems in transport conducted a broad ranging industry survey
reviewed offshore models and comparable specifications. This process confirmed the worthwhile benefits which could be achieved and also that there are no instant solutions to interoperability conducted a survey with industry which unanimously endorsed the process and confirmed the complexity of issues which need to be addressed
reached agreement with key industry members on a methodology which builds on a defined commercial and technical architecture using a series of ‘building blocks’ and incorporating existing standards where appropriate and an agreed process for developing new standards
developed a draft ‘Australian Interoperability Protocol’ which will be distributed to stakeholders shortly
had discussions with Standards Australia on supporting the interoperability protocol with new Australian Standards
The building blocks which have been discussed with industry include: commercial agreements and standards – A structure for commercial agreements which enables interoperability and in some areas removes the need for technical standards
mutually supportable card platforms – An agreed set of supportable cards, devices and card specifications and standards common and trusted security standards – Agreed standards and methodologies so that technical risk is reduced to reasonable levels and shared equitably
mutually understood data structures and formats – The actual data that has to pass between different vendors’ systems defined edge interfaces – A standards structure to enable the “plug compatibility” of future hardware and systems.

Settlement data exchange and procedures – Agreement on the mechanisms to communicate between systems
2. Next Steps
The Technical Reference Group established by the NTTWG intends to circulate the draft ‘Australian Interoperability Protocol’ to industry in August and plans to meet with key industry members on 29th August 2002 in Sydney.

These key industry members have been nominated by the Asia Pacific Smart Card Forum (APSCF) and Intelligent Transport Systems Australia (ITSA).

A tolling subgroup ‘Tolling Technical Committee’ consisting of government representatives, operator and supplier members has been established under the auspices of ITS Australia and held it’s first meeting on 31st July 2002, when it defined the key issues for tolling interoperability and the program of work.

The Victorian Department of Infrastructure is developing a dedicated public website which will contain all papers, agendas and minutes of joint meetings and draft protocol documentation.

Standards Australiais supporting the NTTWG for the development of relevant Australian Standards through joint Working Groups.

Standards Australiawill invite all industry representatives to join an appropriate AS IT/12 Working Group in due course.

Discussions on the draft protocol continue with industry including with the financial sector and card scheme operators with possible implications to AS2805 via IT-05.

3. Implementation

Smartcard ticketing schemes for Sydney and Brisbane are the subject of tender bids with major capital expenditure over the next few years. Most other States are working on the procurement phase for new ticketing schemes and there are new road tolling systems at the planning and procurement stages.

There is therefore some urgency required to agree on a national open interoperable protocol to meet the requirements of the New South Wales and South East Queensland ticketing projects.

During the next few years your organisation may consider providing an application to a multi-application transit card, adding a Transit application to your card or supplying goods or services to future smartcard schemes.
------------------------------------------------------------
This letter has outlined the progress made and the next steps.
