Yes, that's very true.

Hmmm ... that may be a step too far as it would delay posts actually appearing on the board (if I understand you properly).

Some boards have a "report post to moderator" button. That might be an alternative ... i.e. if one person finds a post/thread irritating or offensive, it can get a second look by the moderator. Perhaps it will stay ... or perhaps it will be deleted. But at least it's flagged up and checked out.
