Äà , íî è ó íåçàêîííîãî ìèãðàíòà, èëè êàêîãî-íèáóäü áàíäþêà òîæå íà ðîæå íå íàïèñàíî , ÷òî îí ïðàâîíàðóøèòåëü. Êîíå÷íî ïðàâèëüíåå êîãäà äîêóìåíòû ïðîâåðÿþò íà ãðàíèöå ïðè âúåçäå â ñòðàíó, íî áåäà òî â òîì , ÷òî ó Ðîññèè ïðàêòè÷åñêè íåò îõðàíÿåìûõ ãðàíèö. Ó íàñ æå "ïðîõîäíîé äâîð", êòî çàõîòåë ïðèåõàë, ÷òî çàõîòåë ñäåëàë. Ïîýòîìó ïîêà íåò íîðìàëüíûõ ãðàíèö , ñ òåìè æå ñòðàíàìè ÑÍÃ, åäèíñòâåííûé êîíòðîëü ýòî ïàñïîðòíûé ðåæèì.
