ontology - precedence IS important. Citizens exist with their rights "BEFORE" the property state. I would pre-append the universal declaration of human rights to your document.

Then i think it would be wise to give each article a short header title like "article xx - eminent domain", "article xx - separation of church and state", etc.

The headers would make it easier for the long consensus building process to discuss the document. You need to better clarify by what you mean the word "morality" to mean, as it is readable that all of government is "moral"... and you use the word to undermine itself.

I have to print this to think about it some more...

the healthcare article needs better framing... as free healthcare can be fertility treatment, plastic surgery, massage for sore muscles, exfoilation and sun beds... if you get my thinking... i could comment as such on each article, but that is why i am interested in your first putting a label on the articles to explain what the language is supposed to achieve.... then it might be easier to rip off the universal declaration of human rights as the articles are better pphrased and nobody will mind if you plagerize such beauty.

You need a paragraph like at the end of the universal declaration where it suggests no article may be used to pervert another.

I would hope that you add an preamble to the beginning to explain the intent, purpose, objective of this constitution.

I'll print this and do a deep and long on it... but you could really help me in the ensuing discussion with titles... perhaps a word document with outline markers so that the working "code" can be looked at.

good inspiration anyways...
