No, you haven't been incredibly thick.
The stats are ROLLED as opposed to determined via a points system which is why we have a character vetting system beforehand.
In Call of Cthulhu, character background and history can be deeply important; characters are balanced for play through their backgrounds, contacts and starting knowledge (as well as the occasional cool piece of kit), much as a Keeper may assess the party for a home campaign.
Since it seems to be working, we see no need to switch to a points system!
As has been posted elsewhere, if your Investigator has spectacularly bad and hopeless stats then re-rolling is permitted as long as you start again with scratch. However, everything balances out eventually....
