Actually no, the Iraqis do fight each other, but they aren't generally doing the cooperate with insurgents thing except under force. Most of the Iraqi insurgents were imported, most of the Afghan insurgency is home grown. That makes for an extreme difference in the two countries.

Afghanistan has never stood together against outside invaders, there has always been a split along tribal lines. Iraq has always stood together against outside invaders, the country has never split apart in that way as far as I know. During the war with Iran, despite many in the South having close ties with Iran, they fought together.

Iraqi politics are brutal and rough, and the South doesn't get along with the middle and the North, but they aren't divided as Afghanistan is.
