I'm talking about the KBR managers. Every quarter they mysteriously have "late shipments" of food and so forth. So you get down to eating just whatever, and then the mysterious shipments come in and that doesn't happen for three months.
This happens even in Arbil, which is so close to Turkey that you can walk across the border in a fairly short time, it couldn't take a truck more than four hours to make it to Arbil base from a Turkish warehouse.
I guess they think nobody knows the managers bonus depends on how much UNDER BUDGET they go every quarter. A few "late" orders, and it's just a damn miracle how they come in under budget.
