There are a couple of historical precedents to prove that the most beautiful women are not the most seductive.

Cleopatra. Who seduced some of the most powerful men of her time. We know what she looked like from surviving coinage with her portrait on it, and she did not look like Elizabeth Taylor in the film version.

Mata Hari. Whether one believes or not that she was guilty of what she was executed for, from contemporary photos, we know she was not guilty of being a great beauty. Her seductiveness may have been due to the exoticness of her Eur-Asian appearance, but it certainly wasn't due to her beauty.
