It is not only American actresses who have trouble in certain romantic situations. Look at what some gays said about Tom Hanks in "Philadelphia": "He looked uncomfortable dancing with Antonio Banderas."
Certainly, those two actors in that episode of "Dalziel and Pascoe" didn't look uncomfortable, when they had to passionately kiss each other. Neither did Glenn Berry and Scott Neal in "A Beautiful Thing." Nor, Robert Carlyle and Linus Roache in "Priest."
So, in certain situations, are Europeans better actors then Americans? Perhaps, so.
