Phila. man held on child-porn charges

A Northeast Philadelphia man was accused yesterday by a federal grand jury of conspiring over the Internet with a pedophile in Australia to produce and exchange child pornography.
Chad Frank, 22, of the 14000 block of Erwin Street in Somerton, was indicted on one count of conspiracy, five counts of producing child pornography, 11 counts of distributing and receiving child pornography, and one count of possession of child pornography.
Frank has been held without bail in federal custody since his arrest in October. His attorney, David Jay Glassman, could not be reached for comment.
"This is an unusual case because it is more than just exchanging photographs," said David Palmatier, acting head of the Philadelphia office of U.S. Immigration and Customs Enforcement, which investigated Frank. "Clearly, this case involved the actual abuse of kids."
The indictment alleges that Frank used Internet electronic mail, chat rooms, and bulletin boards to exchange images of child pornography as well as techniques for tempting, molesting and photographing children.
Frank also allegedly helped organize meetings of "Boy Lovers" at which members could meet children and exchange child pornography.
The indictment alleges that on April 25, 2002, Frank began communicating with Wayne Verdun George, 60, a convicted pedophile in Australia. Frank allegedly told George that he could produce child pornography if George was interested.
In an April 30, 2002, e-mail, Frank allegedly wrote George that he would be "getting a toddler once a week in summer." He allegedly asked George to tell him what he wanted to see and "he would work toward it."
George pleaded guilty in Australia to molesting a 7-year-old boy and was sentenced in March to three months in prison. He had served prison terms for possession of more than 4,000 images of child pornography, some involving children as young as 8 months.
The indictment also alleges that in March 2002 Frank convinced an unidentified co-conspirator to take sexually explicit photos of pre-pubescent boys as well as photos of him having sexual contact with the boys.

PHILADELPHIA - Federal grand jurors indicted five people on child pornography charges Thursday, including a Roman Catholic priest and a former nurse for developmentally disabled children.
The charges came in four separate and unrelated cases, some of which had been under investigation for several months, authorities said.
The Rev. Matthew Kornacki, 57, was charged with possessing digital images of child pornography on his laptop computer in his home at the Saint Charles Borromeo Seminary. Prosecutors released few details of the case, but said the images were discovered in July.
A spokeswoman for the Archdiocese of Philadelphia, Catherine Rossi, said Kornacki was removed from active ministry when church officials were informed of the allegations in July. Rossi said in a written statement that at the time, the archdiocese had no indication that Kornacki was involved with such materials.
"These charges are serious and disturbing. We offer prayers for Father Kornacki and for any child who has been used in this way," the statement said.
Also charged was William Burnham, a registered nurse employed at the time of the alleged offense at Holland Glen, an institution for developmentally disabled children.
Prosecutors said that on several occasions, Burnham transmitted images of child pornography to an undercover police detective in New Hampshire who was posing as a 14-year-old boy. Investigators said Burnham's apartment in Warminster, Bucks County, contained thousands of illegal images and 800 child porn videotapes.
In a third indictment, John L. Campbell III, of Mount Joy, was accused of filming two minor boys involved in sexually explicit conduct. Campbell had previously pleaded innocent to the charges in state court, but the case was dropped in favor of federal prosecution.
A fourth indictment accused Chad Frank of Croydon and Michelle Foisy of Langhorne of distributing child pornography and conspiring to take sexually explicit images of a young boy.
Frank's attorney, David Glassman, declined comment on the case Thursday night but criticized federal sentencing guidelines, saying they give defendants in such cases few options to avoid trial and extended sentences.
"Individuals charged with this crime are the legal equivalent of the walking dead," Glassman said.
It was not immediately clear whether Foisy, Campbell, Burnham or Kornacki had lawyers


Feds indict Mt. Joy man, priest, nurse for kid porn

LANCASTER COUNTY, PA - Five people, including a Mount Joy man, a Philadelphia priest and a former nurse, were indicted by federal grand juries on child pornography charges Thursday
The Lancaster County man, John L. Campbell III, 26, of 665 Square St., Mount Joy, was indicted on two counts of using minors to produce sexually explicit pictures and one count of receiving child pornography.

According to the indictment, Campbell filmed two boys involved in sexually explicit conduct in 1999 and 2000 and produced a videotape of the activity.

In December 2003, he received through the mail and his computer more than 2,500 images of child pornography, according to the indictment.

Campbell, who previously told a judge he worked at a foundry, was originally arrested by Mount Joy Borough police.

But local authorities, who credited his girlfriend with tipping them off about Campbell's activities, withdrew their charges so he could be prosecuted federally. Federal convictions carry much more serious penalties.

Others indicted by federal authorities on Thursday were: The Rev. Matthew Kornacki, 57, of Downingtown, a Catholic priest in the Archdiocese of Philadelphia, is charged with possessing child pornography on his personal computer at St. Charles Borromeo Seminary.

William Burnham, 43, of New Hope, was charged with possessing child pornography and transmitting it, via computer, to others, including an undercover detective in New Hampshire.

Burnham, a registered nurse, was working at a Bucks County hospital for developmentally disabled children at the time of the offenses, officials said.

Chad Frank, 22, of Croydon, and Michelle Foisy, 20, of Langhorne, were charged with taking digital photographs of a young boy engaged in sexually explicit conduct and with distributing the pictures, and other pornographic images of children, via computer.

A spokesman for the U.S. attorney's office in Philadelphia, Rich Manieri, said today that the incidents were not connected, except for Frank's and Foisy's, but that the indictments were all handed up at the same time by the federal grand juries.

"As difficult as it is to comprehend,'' U.S. Attorney Patrick Meehan said, "there is a market for this type of perversion, which is why, in addition to going after the consumers creating the demand we must come down especially hard on the producers.'' "These defendants are exploiting and manipulating children in unimaginable ways,'' Meehan added.

"We are committed to making both the producers and consumers understand that their actions, even behind closed doors, have terrible consequences for the children who are exploited.''
