changing council would occur every month, give or take, and it would be voted on only by other HM's via the webpage in a very quick and easy java format.

HM's should be on enough so as ppl could talk to them in a resonable amount of time about the upcoming HM vote and you can be damn sure the HM's will be paying attention to who is the new council members so that shouldnt be a problem.

Anyways the process will be very streamlined so as to reduce any headaches, we might have a problem the first time just to work out the kinks but that goes for anything.
