Now as u will recall the architect said that the one could return to zion with 24 selected from the matrix. So why would the previous 'anomily' be in the matrix as a centium program and not at zion?? Because "it was he that freed the first of us.." as morpheous says in The Matrix.

Here is my thought, that the council is part of the 24 selected from the matrix from the previous 'anomily', thats why they are so dedicated to making sure that Neo and his mission are successful. I was only able to count 12 on the council but why else would they choose to protect Neo over zion? Because they know that zion will fall either way but by making sure that neo survives then the human race survives.
