Subject: 1% of mankind theory

Has the matrix crashed in the past - Movie 1, Smith and Morpheus talking and smith explaining that they had to reboot (redo) the matrix because humans rejected the matrix - could it be that the 1% of mankind that rejects the matrix is put into Zion because they feel that they have choice and are able to choose their lives but when things get out of hand is when the machines say enough is enough and restart the process. Good theory.
