You may take a look to pilot-db (http://sourceforge.net/projects/pilot-db/), which is a opensource database program for PalmOS. You may localize it and add features such as form designer. Btw, a plugin of PocketC support the reading and writing of this DB. It makes the DB more practical to use.

Btw, PalmDB may not be a good name if you plan to release the final product. It will be quite confusing as it it too general.

Finally, after reading your software requirement, you may be interested to take a look to the superwaba (http://www.superwaba.org) as well. It is a Java VM and SDK for PalmOS and PocketPC. Also, some programmer are looking for DB will the support of SQL. We are looking something low-cost embedded db like iAnywhere.
