We have 3 rotts 2 females and 1 male (one is daughter). Unfortunately, it sounds to me that she/he might have a slight allergy that may the start of your problem, or even 1 flea bite (hard to find too) could be the initial start to it. A lot of times it starts as one thing and then develops into something else. Our oldest 2 get a form of a staff infection during summer when the weather is really hot, and as I said starts as one thing, wet skin from panting , maybe flies or a flea so they itch, now its wet and irritated won't dry because they are panting more irritation ect. There's a lot of pollen in the air where we live( in the country next to a field) spring usually isn't too bad but mid summer & fall sometimes causes some problems. There's really not much you can do to stop it all we do is watch really close for it when it gets to that time of year. Usually, there's sticky hair in one spot or constant itching or licking if you have more than one dog the other dog will point it out to you, they try to help keep the area clean, constantly licking and poking at it. I have a couple of thing that I will put on the areas to help with the irritation so they will leave it alone to heal. One I got directly from the vet it's called ChlorHex 2X 4% by Vedco it soothes (aloe) and helps heal. Also Schreiner's herbal solution original formula by Restoration products (www.schreiners.com) it's over the counter but you might have to get on their web site to find it. It is more for hot spots (I think) than the other but they both are really good! I hope this will help you!
