I have a 12 month old Rotweiler that has lost hair and developed dander. I have found that this breed is prone to skin alergies. Tee Tree oil is great for this type of problem, but you need to be careful using it. Also changing the animal's diet can result to better conditions as well.
weather conditions plays a major roll in their skin, such as a sudden change. I have put my baby on Vitamins ("A,E,C") which seem to help as well. I would seek out as much information as you can on this problem, as I have done. It seems to be a common problem with this breed.
