Subject: problem converting .avi to .mpeg to vcd

Many of our clients are now requesting their videotaped depositions be put on CD-R's. The problem comes in because they not only want to play them on their pc's, but also standalone DVD players.

I have tried Pinnacle 7, Adobe Premiere and TMPGEnc. When I've converted the .avi to .mpeg, and go to Roxio to burn it onto CD-R, I get an error message that the video bitrate is not compatible. No matter what encoder I use, it encodes the video bitrate at 1300 instead of the required 1150. The dvdrhelp.com/tmpgenc.htm website has 11 pages showing exactly how to use the encoding software. There is a section that tells you to find the "unlock" file and LOAD it in, if the settings are grayed out. Well, my settings are grayed out, but I can't seem to figure out how to LOAD the file. I've tried moving it from where it resided originally, in the EXTRA file, into the program file. Still the settings are grayed out. Can someone please help me? I can burn the incorrect settings to cd-r, but they are only playable on my pc, they won't play on a standalone dvd. Yes, my dvd player is configured to play vcd's.
