I'm aware of that problem and I think the new installer
and package option will going to perform better.
Meanwhile, to do a manual installation open the PDFESetup.exe as a zip file (using Winzip, Winrar or other tool with those capability) or change is extension to zip. After doing that the program files are accessible to extract to a working folder.
