Subject: stan can u help

We are new to the karting ranks and are trying to start my son in karting. The problem is we dont know any of the karting rules. IKF website says the only way to get a rule book is to become a member. Any info on specfic rules for different sanctioning bodies or where to obtain them would help. Do you have to be an IKF member to run tulsa shootout? Thanks for your help!
