Subject: Welding stainless to cast iron

We had a situation that was being debated between a couple co-workers today.
A previously tapped hole that was stripped in a piece of cast iron needed
filled, redrilled and tapped. Someone in the shop welded the hole shut
with "supposedly" stainless steel. The welded area is now extremely hard
and cannot be drilled even with carbide. The argument was over whether
stainless steel would become hardened by welding to cast iron.

One guy says it can and the other guy says that it couldn't have been welded
with stainless because it wouldn't have hardened under these conditions.
Anyone know who is right?
