As I recall, the Clow Cards were, from most to least powerful, like so:
The Void/The Hope (actually one card)
The Light and The Dark
"Four Elementals"--The Earthy, The Firey, The Watery, and The Windy (you could also add Syaoran's magic to this list)
"attack" cards (i.e. The Sword)
"defense" cards (i.e. The Shield)
"misc." cards (i.e. The Sweet)

You could also read this as:
Fuuma/Kamui
Subaru/Seishirou
Kusanagi/Karen/Yuuto/Aoki/Sorata
Arashi/Satsuki/Yuzuriha/Nataku
the kekkai
Kakyou
