 The former Rijichou of CLAMP School is indeed in CLAMP School Detectives. She's actually Nokoru's mother, and is the woman that always held the fan in front of her face.

She is important because it was she who Tohru, Kamui's mother, met with to have the school arranged to look like a pentagram and to have it as a safe place for the shinken to be kept. The former Rijichou knew that Kamui would want to see her because she'd seen his mother, and that's why she left the message with Nokoru to let Kamui know not to seek her out.

She is not important in the manga later. This is pretty much her only mention.
